الفصل العاشـر		CHAPTER  TEN
	الأسـعار والتجـارة الداخليـة		PRICES AND INTERNAL TRADE
	يتضمـــن هـــذا الفصـــل الأرقــــام القياســية لأســـعار الجمــلـة والتجزئــة ومتوسـط أسـعار التجزئة لأهــم السـلع والخدمات الأسـرية حسـب المحافظـة . كما يتضمن الفصـل مبيعات مؤسسات التجارة الداخلية والخارجيــة للقطـــاع العام .		This chapter includes the index numbers of wholesale & retail trade items, the average retail prices of the main household commodities and services distributed by governorate & the sales of internal and external trade establishments relating to public sector .
	وقـد اتبـع في حسـاب الأرقام القياسـية الأسـلوب التالي :		The following methods were adopted in computing the indices :
1-	أسعار مبيعات القطاع العام :		Sale prices of the public sector :	1-
	تم حساب الرقم القياسـي حســب :		Index number was calculated according to:
	طريقـة لاسبير : حيث ثقّـلت الأسـعار بكميات سنة الأساس .		Laspeyr way whereas prices weighted  by base year quantum .
	وباعتماد عام 2010 كسـنة أســاس .		2005 was considered the base year.
	وقـد تـمّ فصــل القطـاع التجـاري عـن القطـاع الصناعي والزراعي .		The commercial sector was separated from the industrial & agricultural sectors.
2-	أســعار التجزئــة :		Retail price index :	2-
	حرص المكتب المركزي للإحصاء علـى تطوير الأرقام القياســية لأسـعار التجـزئة مـن حـيث الشــمولية لــجميع محافظات الجمهورية العربية السورية ومن حيث الأهمية في الإنفاق لمسح دخل ونفقات الأسـرة.		The central Bureau of Statistics observed developing the coverage of retail price indices so as all governorates of Syrian Arab Republic are covered according to priority of expenditure of the main household commodities and form household's income & expenditure survey .
	فقـد تم إعداد هذه الأرقام القياسية ممثلة للجمهورية العربية السورية مع إعطاء الأهمية المناسبة في الإنفاق لكل من الحضـر والريـف في جميع محافظات الجمهورية العربية السورية وبالاعتماد على منهجية علمية من قبل لجنة فنية متخصصة من العاملين في المكتـب والوزارات المعنية .		A specialized technical committee from the CBS staff and Line ministries  have contributed in computation of  the  retail price indices by adopting a related scientific methodology.The retail price indices are computed for the Syrain Arab Republic.They maintain the relative importance of expenditure by governorate  and according to rural & urban areas .
	لذا نقـدم الأرقـام القياسـية لأسعار التجزئة للجمهورية العربية السورية للأعوام 2011 – 2016 باعتماد عام 2010 كسنة أساس وباستخدام تثقيلات الإنفاق لمسح دخل ونفقات الأسرة عام 2009 / 2010 فـي جميع المحافظات باستخدام:		Thus the retail price indices for the Syrain Arab Republic, during 2011-2016 are presented. The 2010 is adopted as the base year while the weights of expenditures are drawn from the 2009/2010 household's income &  expenditure survey, a process which has been conducted according to the following:
1-	تثقيـلات الإنفاق في كل محافظة من المحافظات .		Weights of expenditures in every governorates .	1-
2-	تثقيلات الإنفاق في المحافظة بالنسـبة لمجمـوع الإنفاق في الجمهورية العربية السورية .		Weights of expenditures in every governorate  as  percentage to total expenditure in Syrain Arab Republic.	2-
3-	نسب الأسعار الجارية في كل شهر بجميع المحافظات على متوسط سعرها في سنة الأساس .		Using the relatives of current prices per month by the base year annual average price in every governorate .	3-
	وقد بلغ عدد المواد من السلع والخدمات التي شملها حسـاب الرقـم القياسي لأسعار المستهلك 1450 مادة مبوّبة ضمن 775 مادة رئيسية مصنّفة حسب الدليل الصادرعن قسم إحصائيات الأمم المتحدة.		The items number of goods & services included upon producing the  " index of consumer prices" amounted to 1450 items which are grouped within  775 main items and categorized as per the manual issued by the United Nation Statistics Division (UNSD).
	أُضيفت الأرقام القياسية لأسعار المستهلك حسب الشهر للأعوام 2011-2016، لأنها حُسبت على سنة أساس 2010.		Consumer price indices were added by month for the years 2011-2016, as they were calculated on the base year 2010.
